The Diario de Juárez reports that Juárez transit police are traveling in groups of two or more and positioning themselves by surrounding vehicles in armed stances while giving motorists citations for traffic violations. According to the news report, in one instance, three patrolmen in one vehicle pulled over a motorist. As one officer issued a citation four other patrolmen, two motorcycle patrols had joined them, stood with assault rifles around the motorist.
The paper reports that various motorists reported the new traffic stops to media outlets, some protesting what they considered abuse of authority. Officials had no comments about the new strategy, according to the report.
